

Background
Migration is key to human development, impacting economic and social growth. The UNDP is focused on maximizing the positive aspects of migration while minimizing downsides. The Moldovan Government recognizes the diaspora’s role in development efforts. The UNDP project (2024-2026) aims to harness migration’s positive effects on Moldova’s socio-economic growth while addressing the capacity limitations of the GoM in creating effective migration policies for underrepresented groups. The project will strengthen Moldovan public institutions and foster sustainable dialogue with the diaspora, enhancing participation in public governance to support national development. UNDP teams will collaborate across functions to promote this initiative.
Duties and Responsibilities
The Project’s communication and public outreach portfolio will be implemented under the direction of the Communication Analyst, who will pay special attention to:
Effective communication plan management:
- Contribute to the timely and effective delivery of goods and outputs that result in the accomplishment of the project’s desired outcomes and guarantee that all actions are fully compliant with UNDP rules and procedures.
- Organize the work of the project’s national consultant or consultants in the areas of public outreach and communication.
- Review, put into practice, and keep an eye on the project’s communication at all times utilizing the proper monitoring and feedback systems.
- Assure collaboration on outreach, communication, and capacity-building initiatives with other programmatic partners.
- Find suitable vendors to supply the services needed to carry out the communication plan.
- Assist the UNDP CO and the project manager with general project implementation and associated strategic procedures.
Visibility of project results:
- Bolster the project’s partners’ ability to communicate (including the Diaspora Relations Bureau’s representatives, line ministries, and civil society organizations).
- Record best practices (via press releases, interviews, success stories, essays, etc.) and make sure that project accomplishments are widely shared and visible in local and regional media and websites in addition to the national media.
- Create communication product concepts and supervise their execution.
- Plan press conferences and guarantee media attention.
- Offer assistance to the project team in developing new projects that align with the project’s goals.
Assist country office’s knowledge management and dissemination:
- Help identify and compile lessons learned and best practices that are directly related to the objectives and activities of the program nation.
- Participate in knowledge networks and communities of practice, such as corporate communications libraries.
- aid in delivering internal and external knowledge management training to project staff.
- Help maintain the country office’s intranet current and clear of superfluous information.
- Other tasks within their functional profile are carried out by the incumbent as needed to ensure the smooth operation of the office and the organization.
Institutional Arrangement:
The Communication Analyst will work under the direction and close supervision of the Project Manager to ensure that the project’s outreach and communication plan is implemented effectively and efficiently, which will raise the project’s profile. In accordance with UNDP guidelines, the analyst will implement and advocate for results-based management (RBM) concepts and a client-focused approach.
To effectively achieve outcomes, the Communication Analyst will collaborate closely with the Project Manager and the project personnel, anticipating and resolving difficult issues connected to the project and information delivery.
In addition to implementing efficient internal control systems, the Communication Analyst will be responsible for ensuring complete adherence to UNDP programming, financial, procurement, and administrative laws, regulations, policies, and plans.

Business management involves clear and concise communication, resource management, human-centered design, knowledge facilitation, digital awareness and literacy, campaign management, and social media management. These skills enable the ability to tailor messages and use resources strategically, involve the human perspective in problem-solving, monitor emerging technologies, and empower others to use them effectively. Knowledge of digital technologies and trends is crucial for effective communication and advocacy campaigns. Additionally, the ability to represent and promote the UNDP brand in virtual communities and networks is essential.
Required Qualifications, Skills and Experience
Education:
- A master’s degree or its equivalent in a related discipline, such as journalism, communication, public relations, sociology, or international relations, is necessary.
- In lieu of a master’s degree, a bachelor’s degree from an accredited university in one of the aforementioned fields plus two more years of relevant work experience will be taken into consideration.
Experience:
- Professional work experience is not necessary for applicants who hold a Master’s degree (or its equivalent) in a related field of study.
- Candidates must have at least two (2) years of relevant professional experience in public relations, mass media, communication, and/or other substantive fields in addition to a bachelor’s degree (or its equivalent).
Required skills:
- Expertise in creating and carrying out media and communication plans and strategies.
- Expertise in planning and carrying out public outreach and communication initiatives at the local and national levels.
Desired skills will be advantageous to:
- Have demonstrated experience in comparable roles within UN agencies.
- Be advantageous to be adaptable and have the capacity to handle complexity.
- Be advantageous to have more communication and/or new media training and/or certification.
- Also will be advantageous to be advantageous to know one or more minority languages that are pertinent to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, and sign language.
Languages:
- Fluency in English and Romanian is required.
