Responsibilities
Processing of requests for advice
- Handle advisory requests initiated by CEB officers and by potential CEB borrowers and beneficiaries, as well as advisory requests received through the InvestEU Advisory Hub, a central entry point for project promoters and intermediaries seeking advisory and technical assistance support.
- Develop and develop consulting projects in conjunction with CEB departments, in particular with the Loans & Social Development Department, as well as with the Technical Preparation & Monitoring Department.
- Prepare, in liaison with the relevant CEB departments, information files on the proposed consultative initiative for approval by the European Commission and the CEB’s internal committees.

Award of a technical assistance contract for the Advisory Platform (InvestEU)
- Provide support in drafting terms of reference and any other contractual documentation for consultants, in coordination with the Legal Affairs Department, the Technical Preparation and Monitoring Department and other relevant Departments and Divisions
- Draft procurement documentation for competitive selection of consultants, in collaboration with the CEB Procurement Division. Draft grant agreements with target beneficiaries for their acquisition of services. Prepare the documentation required for competitive bidding for the selection of grant beneficiaries. If requested by the Project Manager, participate in the evaluation committees of each competitive bidding procedure
Management of external technical assistance
- Coordinate the services of consultants and manage payment requests. Ensure that deliverables are produced on time and meet the quality requirements expected in the terms of reference, in liaison with the relevant CEB departments. Process payment requests in collaboration with the relevant CEB departments.
- In collaboration with relevant CEB technical experts, monitor progress of activities through regular meetings with consultants and relevant stakeholders and through field visits.

Management of communication and visibility activities
- Monitor and manage the deliverables of the selected communications provider, in collaboration with the CEB Communications Division.
- Ensure coordination with the European Commission on all major communication activities, such as events organised around the signing/start/end of the Advisory Platform initiatives.
- Prepare contributions on the activities of the initiatives and activities of the Advisory Platform for the InvestEU section of the CEB website, in collaboration with the CEB Communication Division.
Reporting
- Organize and prepare the agenda and documentation for high-level steering meetings, technical meetings and other project coordination meetings. Prepare, in coordination with the relevant CEB departments, key performance and management indicators, and check consistency with the reporting methodology of the Consulting Platform.
- Collect and record information in the electronic exchange system for the electronic management of requests for advice, missions and their reports (the management information system or “MIS”).
- Compile high-quality and timely progress and final reports for submission to the European Commission.
Profile
Academic background / Qualifications:
- Master’s degree, or equivalent, in social sciences, economics, business and administration, or a related field.
Professional experience:
- Experience in writing terms of reference and managing technical assistance.
- Strong writing skills. Excellent attention to detail.
- Strong interpersonal skills and proven ability to quickly establish effective working relationships.
- Organizational skills and proven ability to plan, coordinate and prioritize.
- Strong design and acquisition skills in the development project/program environment.
- Understanding of development banks, grant co-financing and technical assistance is an asset.
- Experience in another international organisation, in particular EU institutions, is an asset.
Language skills:
- Written and oral proficiency in English (one of the two official languages of the Bank) and knowledge of French (the other official language), with a commitment to achieving a good standard of work.
- Knowledge of one or more other languages of the Member States is an asset.

Candidate criteria
1) Initial 2-year contract (with a one-year probationary period), with the possibility of renewal one or more times up to six years.
2) Grade and salary:
- A2 / A3
- Depending on level of experience, starting monthly salary between €7,312.36 and €9,023.03, plus allowances depending on eligibility, exempt from French income tax.
- Appointment may be at a lower grade, depending on the qualifications and professional experience of the selected candidate.
