Reporting to the Chief, Human Resources, the Team Leader, Capacity Development manages the development and delivery of capacity development and learning activities for UN Volunteers and may support the HR Specialist in the design of learning activities for UNV staff. S/he is responsible for developing the strategy and delivery of programmes that address the overall capacity needs of the UNV Programme in terms of volunteerism and development and helps enhance the skills and professional development of UN Volunteers and UNV staff. S/he is responsible for the development and implementation of an organizational learning strategy within the context of the UNV strategic framework and different partnership initiatives with UN Host Entities.
Duties and Responsibilities
Design and development of UNV capacity development and learning programmes for UN Volunteers:
- Lead the development of capacity development and learning strategies for UN Volunteers;
- Lead the assessment and analysis of organizational development and learning needs across the organization, including for UN Volunteers, using corporate priorities, requirements of host entities and organizational performance objectives to maximize the impact of UN Volunteers for sustainable development;
- Identify key areas for development and learning of distinct groups of UN Volunteers, withing the context of volunteerism, and in collaboration with UNV sections/units at HQ, regional and field levels;
- Strengthen the linkage between required skills/competencies and learning activities for UNV Volunteers;
- Oversee the design and delivery of UNV’s orientation and onboarding programmes for UN Volunteers;
- Establish and advise on UNV’s volunteer learning policies and procedures to support learning and development activities, applying institutional design best practices and formulating and testing new and innovative approaches, processes and techniques, to include on-site, blended and on-line programmes as well as coaching/mentoring;
- Build and maintain overview of relevant external learning and training offers and potential partners for collaboration.
Implementation of capacity development and learning programmes for UN Volunteers:
- Lead and manage the implementation of UNV capacity development and learning strategies for UN Volunteers and provide regular reports to UNV management;
- Oversee the delivery of learning programmes for UNV Volunteers, based on the learning strategy, corporate priorities and UNV Strategic Framework
- Lead and oversee the design and development of training programmes that respond to the learning needs of UN Volunteers;
- Lead the preparation of annual training plans and coordinate the delivery of learning activities and services to meet the corporate priorities of UNV and the needs of UN partners, donors and UN Volunteers;
- Provide advice, expertise and know-how contributing to the pre-deployment preparation, onboarding and professional development of UN Volunteers
- Evaluate the effectiveness of learning and training programmes for UN Volunteers, report on implementation of learning programs and CD efforts; analyse lessons learnt and suggest changes/improvements for the future;
- Promote knowledge sharing on new approaches, thinking and techniques to learning across UNV and among UN volunteers.
Support career development and support of partnerships;
- Guide the development of new approaches on professional and personal development of UN Volunteers, and/or modify of existing ones, based on best practices;
- Coordinate career development related initiatives such as competency development and career transition planning for UN Volunteers;
- Build external and internal partnerships and keep abreast of new developments, approaches and best practices in and outside the UN system in the area of learning, capacity development, career development and performance management both for UN Volunteers and UNV Staff;
- Liaise with UN partners and donors -related to inter-agency learning initiatives for UN Volunteers generally as well as for UN Volunteers funded by donors in particular;
- Closely cooperate with UNDP Talent Development Unit;
- Provide advice and expertise in the design and development of training programmes for UNV Staff based on UNV Corporate Priorities;
- Provide advisory services on learning and development to the Chief, HR Section and HR Specialist
Management:
- Manage the funds for all capacity development and learning activities for UN Volunteers ( Youth Volunteer Learning Fund; Volunteer Learning Fund, etc.), ensuring accurate planning, tracking, monitoring and reporting of expenditures, as per UNV delegation of authorities, responsibilities and accountabilities;
- Manage the team including supervision, performance assessment and capacity development of personnel;
- Establish and monitor implementation of annual work plan for the Capacity Development team;
- Produce inputs to corporate reporting and audit requirements;
- Create a motivating, supportive, collaborative and positive work environment;
- Acquire and manage the services needed to implement projects, learning programmes and services.

Required Skills and Experience
Education:
- Master’s degree in Human Resources Management, Adult education, Psychology, Management or another related discipline with a direct relationship to human resources, organizational development or adult learning.
- A Bachelor’s degree in the above mentioned fields with two additional years of qualifying experience may be accepted in lieu of Master’s degree.
Experience:
- Minimum of 7 years (with master’s degree) or 9 years (with bachelor’s degree) of responsible experience related to learning development and management, human resources management, capacity development, organizational development or talent management in public or private sector or international organizations;
- Experience in project management and managing teams is required;
- Fluency in English;
- Working knowledge of a second official UN language is an asset.
- Experience with a UN entity is an asset
