Summary of key functions

The Social Protection Manager is a key role in the Digital Transformation of Social Protection Project, tasked with improving policy and institutional frameworks, re-engineering social services, and enhancing quality, accessibility, and effectiveness in the area of social protection. Under the guidance of the Employment and Social Protection Programme Specialist, the manager will coordinate the project’s interventions, manage human resources, design and coordinate interventions, and lead the design, piloting, and evaluation of scalable user-cases related to the digitalization of social protection.

The manager will also assist in shaping and implementing UNDP initiatives aimed at reducing social vulnerabilities, conduct institutional analyses, capacity assessment, and internal framework reviews, coordinate the engagement of national and international consultants, provide top-quality advisory services, and maintain tracking tools. They will also support the Project Manager and the UNDP CO in strategic processes, resource mobilization, partnership building, communication among representatives, and analysis of donor information.

The manager will also maintain effective cooperation with national and international counterparts, donors, and stakeholders, stay updated on UNDP project practices, prepare thematic briefs, ensure proper documentation, capture and disseminate good practices, and ensure high-quality information and visibility of program activities.

The overall success of the Digital Transformation of Social Protection Project is directly influenced by its major outcomes. UNDP’s reputation as a strong development partner is enhanced through precise information analysis and presentation. The information provided facilitates decision-making for the UNDP administration, the beneficiaries, and the project steering committee.

Institutional Arrangements

The Social Protection Manager will work under the supervision of an Employment and Social Protection Programme Specialist, providing high-quality development services and products to national and local clients. They will collaborate with the UNDP Moldova Country Office, Chief Technical Advisors, and part-time consultants. The manager must comply with UNDP programming, financial, procurement, and administrative rules and internal control systems.

Required Skills and Experience

Education:
  • A master’s degree or higher is necessary in one of the following fields: social sciences, public policy, public administration, economics, law, or a similar discipline.
  • In lieu of an advanced university degree, a bachelor’s degree from a first-level institution in one of the aforementioned fields plus two more years of relevant work experience will be taken into consideration.
Experience:
A minimum of two years of progressive work experience in public policy, governance, social protection, poverty and vulnerability reduction, policy and social or economic research, or a similar field is required for master’s degree holders and four years for bachelor’s degree holders.

Required skills:

  • Experience working for a government agency, consultancy firm, or donor organization providing development aid or comparable employment.
  • Familiarity with office software, web-based management tools, and computers.
  • Outstanding ability to communicate with a variety of partners.

Desired skills:

  • It will be advantageous to have prior experience working, communicating, and cooperating with governments, NGOs, civil society organizations, public international organizations, and UN agencies.
  • It will be advantageous to be able to offer counsel and direction in a customized and efficient way.
  • It will be advantageous to have demonstrated experience in comparable roles within UN agencies.

Languages:

  • Fluency in English and Romanian is required.
  • Knowledge of one or more minority languages relevant for Moldova, including Russian, Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.
