The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.
Duties and Responsibilities
Leads the planning, definition, and implementation of system requirements, achieving results such as:
- Develop concepts for business solutions in line with the Enterprise Architecture objectives of ICAO ensuring conformity with ICAO’s Cloud Strategy, Information Security policies as well as operational frameworks.
- Prepare roadmaps for implementation and continuous operation and improvement of assigned initiatives.
- Analyse existing systems and business processes.
- Investigate and recommend systems and solutions.
- Document and prioritise requirements.
- Develop specifications for new or modified systems.
- Aid in writing user acceptance test (UAT) cases and act as a liaison for project stakeholders.
- Validate results though testing of systems and reports.
Acts as liaison and subject matter expert between business stakeholders and ICT, achieving results such as:
- Advise stakeholders on best practices for solution implementation and operational use, assessing business impacts of different approaches.
- Lead the evaluation of provider agreements against business requirements, assessing compatibility and identifying gaps.
- Proactively address obsolescence and lifecycle challenges for existing tools and systems; prepare mitigation strategies.
- Effectively communicate with both technical and non-technical stakeholders to facilitate understanding and collaboration.
- Identify opportunities for continuous improvement in processes and systems to enhance efficiency and effectiveness.
- Negotiate and mediate as required, providing expertise on functionalities of chosen solutions relevant to business objectives.
Provides Technical Project Management services to systems projects, achieving results such as:
- Coordinate manage multiple tasks and deadlines, preparing necessary project documentation.
- Maintain project reports, including plans, work packages, descriptions, and risks.
- Apply Agile methodologies to foster adaptability and responsiveness to change.
- Develop and implement risk management strategies to proactively address potential challenges.
- Manage tasks, issues, risks, and action items; facilitate scrum events and decision-making processes.
- Monitor project progress and performance; assist teams in making improvements.
- Structure and prioritize business requirements; communicate plans for stakeholder review and approval.
- Coordinate with internal and external resources.
Qualifications and Experience
Education
Advanced university degree (master’s degree or academic equivalent) in computer science, information systems, information management, information security, software engineering, mathematics, statistics, business or public administration, or in a related area.
- Certified Scrum Master or Agile Certified Practitioner certification.
- Professional Project Management certification (e.g. PMI, Prince2, etc.)
- ITIL certification
- COBIT certification
- Other professional certification related to the posting.
Professional Experience
- A minimum of four (4) years of progressively responsible experience in a business analysis, project management and/or programme management capacity, preferably in the context of digital transformation initiatives.
- Good working knowledge of at least three of the following landscapes, from a technical as well as a business viewpoint:
- System development
- Business workflows
- Business intelligence
- Artificial intelligence
- Client relationship management
- Training management
- Ecommerce
- Corporate business management
Languages
- Fluent reading, writing and speaking abilities in English.
- A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Conditions of Employment
This consultancy is initially for twelve (12) months with a possibility of extension. It is a full-time position requiring at least three days a week in the Montreal office. Please note that the monthly rate for Band B varies from $ 5,097 to $ 8,122.
