- The Business Enabling Environment (BEE) to reduce the bottlenecks of doing business and increase the FI’s offering of better MSME products.
- The capacities of supporting Business Membership Organizations (BMOs) and Business Development Service Providers (BDSPs) to revamp MSME’s third-party services provisions.
- The capabilities of the MSMEs to increase the offering of high-quality services and goods following international quality standards, not only in the oil and gas sector but also in agriculture, fisheries, transport/logistics, tourism, and ICT, including access to export market (regional and global).
- Access to finance through local commercial banks.
- The value of contracts (access to markets) through business-to-business (B2B), Access to finance (A2F), and government-to-business (G2B) initiatives, with the final aim to create jobs, particularly for the youth and women.
Duties and Responsibilities
The assignment is focused on the following functions:
- Establishment and management of an effective operating framework for the Project, including a strategy/ planning process and a robust monitoring, evaluation, and reporting system (based on UNDP /AfDB requirements).
- Plan, coordinate, and monitor the implementation of Project activities.
- Provision of leadership, technical advice, and assistance to the Project Implementation Unit (PIU), UNDP/AfDB, and other relevant government officials to ensure timely execution of planned activities toward the achievement of the project development objectives, including fulfillment of the project outputs and outcomes.
- Supervision and assessment of the Project Implementation contractors/ staff performance to ensure effective and timely implementation of the project.

Qualifications
Min. Education requirements:
- Advanced university degree (master’s degree or equivalent) in economics, Development Economics, Engineering, Business Management, Business Administration, Project Management, or relevant related field is required or
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration instead of the advanced university degree
Min. years of relevant work experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience working in private sector development, on local content and small and medium enterprise development, and experience in building capacity-building projects in the region.
Required skills:
- Experience in the main sectors of the economy, such as oil and gas, agriculture, fisheries, transport/logistics, tourism and ICT.,
- At least three (3) years of experience managing development projects.
- Proven knowledge of web-based management systems such as ERP.
- Excellent writing skills, and Microsoft Office (PowerPoint, MS Teams, word, excel), SharePoint, and/or other online sharing, are required
Desired skills:
- Experience working on projects financed by the United Nations Development Program (UNDP), the African Development Bank (AfDB), or donor agencies will be an advantage
- Previous work experience in participatory community-based planning activities and resource mobilization.
- Prior experience working in the UN or other international development organizations.
- Work experience with an Enterprise Resource Planning software.
Required Language(s):
- Fluency in English and Spanish language is required.
- Knowledge of any local language will be an added advantage.
